Samuel Hall has been engaged as the designated learning partner within the SOLCO Partnership, supporting LMC, and other stakeholders in strengthening the evidence base for effective humanitarian climate action partnerships.

The Learning Partnership:

  • Captures and reflects on findings at different stages of the implementation process through iterative reflexive and collaborative learning sessions

  • Reviews progress towards outcomes and allows for programme adjustments through quarterly actionable recommendations

  • Enables skills and knowledge sharing among key programme stakeholders

  • Complements Leonardo Impact’s measurement of Outputs

  • Assesses stakeholder interactions, partnership synergies and systemic shifts


Only 15% of Ugandans have access to clean cooking solutions. In refugee

settlements, 98% rely on traditional biomass (firewood, charcoal). Women and girls face violence when collecting firewood for cooking. Reliance on firewood also imposes heavy time, economic, and educational burdens on households. Cultural norms and regional food practices influence resistance to LPG and electric cooking. Population growth and urbanisation are intensifying pressure on energy and forest resources. Government of Uganda is investing in renewables and has adopted an eCooking Strategy to drive a national shift to clean electric cooking.
